Strategy 1-2: Stimulate regional economic activity via city attractions and related policies

Strategy 2: Realizing economic growth by promoting the growth and development of SMEs that bring about economic dynamism

Strategy 1-1: Development and growth for rapidly advancing cutting edge fields on a global scale

To attract people, goods, and investments from abroad, we will actively utilize our special zone incentives and our international network, nurture highly skilled human resources, and enhance research capabilities. This leads to promoting improvements in the business environment and supporting private investment projects.

Based on the present results implemented by the “Osaka Growth Strategy,” in which we collaborate with Osaka Prefecture, we want to promote the Kansai region by utilizing the strengths that result from the accumulation of the “Osaka Innovation Hub,” various companies and research institutions. We are working to grow and develop cutting edge fields in green energy and life sciences, along with taking steps to improve the environments that help create and expand business in such fields.

Assistance in Business Establishment and Investment Promotion

To achieve economic growth, it is crucial to strengthen the industrial prowess of local businesses, while attracting national and international investments. This encourages the agglomeration of businesses engaged in advanced R&D for growth areas and key facilities of potentially high-growth businesses.

We are working toward realizing National Strategic Special Zone projects, attracting businesses focusing on Kansai Innovation International Strategic Comprehensive Special Zone growth areas such as life sciences and green industries, and supporting the “creation of global innovation at Umekita.” Furthermore, we are studying the possibility of hosting an integrated resort (IR) involving sizable private-sector investments in Yumeshima. Through the effective use of attractive incentives and other promotional measures, we aim to attract more businesses, thereby establishing the leading center of growth for the Kansai region and Japan.

Special Zones Promotion

We aspire to have a significant role in contributing to Japan’s revitalization and growth by leveraging its potential as a metropolis. To improve the business environment, to effectively boost the appealing features of Osaka and to successfully compete with other cities in Asia and the rest of the world, we are working to fully utilize the National Strategic Special Zone program and Kansai Innovation Comprehensive Global Strategic Special Zone program.

Also by collaborating with the Osaka Prefecture, we can further promote the agglomeration of growth-area businesses specializing in fields such as green energy and life sciences and green industries. To achieve this objective, we will apply the zero local taxes incentive (O-BIC website)  External links toward the applicable businesses that are making establishments in the special zone.

Promotional support of private investments and information distribution on the investment environment

Osaka’s global networks and organizations such as the the Osaka Business and Investment Center (O-BIC)External links, make important efforts in providing information related to the city’s investment environment and special zone incentives.
