 Self-Reliance Support Benefit Program for Single-Parent Families

This program offers the Self-Reliance Support Education and Training Benefit and ,the Benefit for High-level Vocational Training Promotion, and other benefits to mothers and fathers of single-parent families to cover the cost needed to take a training course or enroll in a vocational training institute, on condition that, upon a prior employment consultation, the development of skills through such occupational training is deemed necessary for them to get employed, change jobs, or remain in employment.

In addition, the Training Course Completion Benefit is provided to mothers and fathers of single-parent families when they have taken and completed training courses offered by private business operators to pass high school equivalency tests. If they pass all subjects in the tests within two years following the date of completion of the training courses, the Test Pass Benefit is also provided.



◆Self-Reliance Support Education and Training Benefit Program for Single-Parent Families
This program covers part of the cost of occupational training courses to acquire qualifications or develop skills for employment, which are deemed necessary upon a prior employment consultation (designated courses). Part of the cost is reimbursed after completion of the course upon application.

Eligibility

Mothers and fathers of single-parent families living in Osaka City and meeting all the following requirements.
(1) She/he is a recipient of a child support allowance or falls under the income category to which the eligibility of child support allowance is granted
(2) She/he is not eligible for the education and training benefit under the Employment Insurance Law as of the first day of the course.
(3) After prior employment counseling, a training course is deemed necessary for her/him to get the right job
(4) She/he has never received the Osaka City Self-Reliance Support Education and Training Benefit for Single-Parent Families

Amount

The amount is 20% of the cost such as entrance fee or tuition fee incurred (between 4,000 and 100,000 yen). However, if 20% of the incurred cost does not exceed 4,000 yen, the benefit will not be given. (Makeup class fees and participation fees for events held by the educational/training institute are not covered.)

Procedure to have a course approved as a designated course

Applicants are required to have an employment consultation with a single-parent family supporter by around one month before the course of their choice starts. If the course is recognized as helpful for their job, the course is approved as a designated course under the program.
* If you begin to take a course or pay tuition fees before it is approved as a designated course, the cost of the course cannot be covered under this program.

Written statement regarding the applicant’s need for the education and training benefit
(A document certifying that the applicant is not eligible to receive the employment insurance program’s education and training benefit issued by the public employment security office.)
* In order to receive the certificate, a document to identify the applicant such as driver’s license or health insurance card and personal seal are necessary.

(4)

A pamphlet of the training course for which an application is made (Pamphlet giving information about the course contents, tuition and schedule.)

(5)

Self-reliance Support Benefit Program for Single-Parent Families certificate (A recipient of welfare benefit is required to submit this certificate. Please ask your social worker.)

Procedure for receiving the benefit

Apply to a single-parent family supporter within 30 days following the date of completion of the training course.

◆Benefit for High-level Vocational Training Promotion Program for Single-Parent Families
This program offers grant-in-aid to people who receive training at a training institution in order to obtain a qualification as a nurse, child-care worker or other profession, which will be advantageous in finding a job or changing jobs. This benefit is provided for a limited time during the training period to help recipients sustain their lives.

Eligibility

Mothers and fathers of single-parent families living in Osaka City and meeting all the following requirements.
(1) She/he is a recipient of a child support allowance or falls under the income group to which the eligibility of child support allowance is granted.
(2) She/he has taken a course at a training institution requiring two or more years for completion and is expected to acquire the qualification covered by the program
(3) She/he is recognized as having difficulty in raising children/working and receiving training at the same time
(4) She/he has never received the Osaka City Benefit for High-level Vocational Training Promotion for Single-Parent Families (another name was the Advanced Skill Training Promotion Fee for Single-Mother Families up until 2012, and the Advanced Skill Training Promotion Fee for Single-Parent Families up until 2014)

(6) Qualification approved by the mayor of Osaka in accordance with the city policies

Upon approval, the payment of the Benefit for High-level Skill Training Promotion begins from the month in which you made application.

Procedures for receiving the Benefit for High-level Vocational Training Promotion

Individuals wishing for the Benefit for High-level Vocational Training Promotion are required to first consult with a single-parent family supporter after being accepted by the educational or training institute.
The supporter will interview you about your prospects for obtaining the qualification and your living status to confirm whether you meet the requirements for receiving the benefit. (Applications for the Lump-sum Allowance to Support Enrollment should be made to the Child and Family Section, Children's Care Division, Children and Youth Bureau. Recipients must meet the requirements for the benefit throughout the enrollment period.

◆High School Equivalency Test Pass Support Program for Single-Parent Families
This program provides the. Training Course Completion Benefit to mothers and fathers of single-parent families when they have taken and completed training courses offered by private business operators to pass high school equivalency tests. If they pass all the subjects in the tests within two years following the date of completion of the training courses, the Test Pass Benefit is also provided.

Eligibility

Mothers and fathers of single-parent families meeting all the following requirements.
(1) She/he is a recipient of a child support allowance or falls under the income group to which the eligibility of child support allowance is granted.
(2) It is deemed necessary for her/him to pass high school equivalency tests in order to get an appropriate job, judging from her/his working experience, skills, and qualifications, and the situation in the labor market.
(3) She/he has never received the benefits under the High School Equivalency Test Pass Support Program for Single-Parent Families (including similar benefits offered by municipalities other than Osaka City).
* This program does not cover those who have already gained university admission, such as those who have graduated from a high school and have passed university entrance qualification tests or high school equivalency tests.

Courses covered by the program

Courses (including correspondence courses) aiming at passing high school equivalency tests and deemed appropriate by the mayor of Osaka

Amount

● Training Course Completion Benefit
  20% of the cost that she/he has paid to take the relevant courses (between 4,000 yen to 100,000 yen)

●Test Pass Benefit
  40% of the cost that she/he has paid to take the relevant courses (up to 150,000 yen including the Training Course Completion Benefit)
