Child Support Allowance

Outline

This program provides allowances to single mothers who take care of children, single fathers who take care of and support children or persons who raise children, other than the parents, by living with, taking care of and supporting the children.
Monthly benefit per child: full benefit is 42,330 yen; partial benefit ranges from 9,990 yen to 42,320 yen (an additional 5,000 yen for the second child and 3,000 yen per child for the third and any subsequent children). Income limits apply.

Eligibility

The allowances are payable to single mothers who take care of children, and single fathers who take care of and support children, or persons who raise children, other than the parents, by living with, taking care of and supporting the children, until March 31st after the child turns 18 years old, or until the child turns 20 years old in the case the child is recognized as disabled according to the relevant ordinance,when any one of the following conditions is met.

* Some foreign residents may not qualify as recipients.

  1. The child's parents are divorced.
  2. The child's father or mother is deceased.
  3. The child's father or mother is recognized as disabled according to the relevant ordinance.
  4. It is unknown whether the child's father or mother is alive or deceased.
  5. The child has been abandoned by the father or mother for more than one year.
  6. 6. The child’s mother or father has received a DV protection order from court
  7. The child's father or mother has been legally held in custody in accordance with the relevant law or regulation for more than one year.
  8. The child was born out of wedlock.

The allowances are not payable even in the above cases, however, if any one of the following conditions applies.

  1. The applicant (mother, father or a person who raises the child) or the child does not live in Japan.
  2. The child is entrusted to foster parents
  3. The child is admitted to a child welfare institution, other than mother and child life support center, nursery center and day service center.
  4. The mother shares income and expenses with the father, when the applicant is the mother. (This does not apply to the case where the father is recognized as disabled according to the relevant ordinance.)
    The father shares income and expenses with the mother, when the applicant is the father. (This does not apply to the case where the mother is recognized as disabled according to the relevant ordinance.)
  5. The child is being taken care of by the spouse (including common-law spouse) of the applicant (mother/father). (This does not apply to the case where the spouse is recognized as disabled according to the relevant ordinance.)
  6. Five years had passed, as of March 31, 2003, since the day when the applicant became eligible to receive the allowance. (This does not apply to single-father applicants.)

Procedure

Eligible persons are required to apply at the Health and Welfare Section (Welfare Section) of the local Health and Welfare Center

Notes. 1 Full payment, partial payment, or suspension of payment is determined by comparing the amount in the above table with the amount obtained by subtracting deductible expenses from the eligible person’s income and adding an amount equivalent to 80% of the child support cost.
  2 In cases where a spouse subject to the exemption for aged persons, aged dependent, specified dependent or other dependent as stipulated by the Income Tax Law is included in the number of dependent persons, the income limit is obtained by adding the following amount to the income limit in the above table.
   

(1)

In cases where the father or the mother applies:
100,000 yen per spouse subject to the exemption for aged persons, aged dependents or specified dependents
150,000 yen per specified dependent or 150,000 yen per dependent aged 16 to 18 who is qualified for exemption
(2) In cases where a person who cares for orphans, spouse or person obliged to provide support applies: 60,000 yen per aged dependent. However, in cases where all dependents are aged dependents, one of them is not counted as a dependent.
  3 In cases where the applicant has more than 6 dependents, 380,000 yen per person is added. (Where the dependent falls under the category shown in paragraph 2, the amount specified in ① and/or ② are added to the income limit.)
* The values in the above table are obtained by deducting the amount defined by Child Support Allowance Law from the income for 2014. The table applies to applications made from July 1, 2015 to June 30, 2016.

Notification of current status

Persons eligible for child support allowance are required to submit the notification of current status for the allowance payments, along with other necessary documents and proofs, between August 1 and August 31 every year.

Necessary documents vary according to the reason for the receipt of the allowance. Check with the Health and Welfare Section (Welfare Section) of the Health and Welfare Center in your ward for details.

The notification is needed to confirm the recipient's eligibility for the allowance and decide on the allowance amount.

If the notification is not submitted, the allowance will not be paid. Also bear in mind that the allowance payment may be delayed if the notification is submitted after the deadline.

If the notification is not submitted in two successive years, the recipient's allowance eligibility will be lost.

If the recipient is qualified for exemption from reduction of the allowance mentioned below, the recipient is required to submit every year the reason for the exemption, along with necessary proof and the notification of current status.

Reduction of allowance

The amount of the allowance will be reduced when 5 years have passed since the month when the payment of the allowance started, or 7 years have passed since the month when the applicant became eligible to receive the allowance. (If the recipient of the allowance is the father of the child, the month from which each of the above periods is reckoned falls after August 1, 2010.) However, applicants who are willing to work or are making efforts to earn a living on their own (e.g. by working, looking for a job, or attending a vocational training school), or who have reasons for being unable to work because of a disability, are granted the same amount of allowance after completing the required procedure. Documents that have to be submitted along with the notification will be separately sent to those eligible.
