First, elections allow citizens to participate in city administration through the activities of the elected councilors. In addition, a petitioning system allows citizens to submit their opinions to the City Council. Moreover, enhancing the indirect effects of suffrage, an initiative system allows citizens to demand the dissolution of the City Council, the dismissal of a councilor or the Mayor, or the enactment, amendment, and repeal of ordinances.

Citizens can also watch the Plenary Session in person, and can view the committee meetings through broadcasts on monitors.
