The City of Osaka City has developed a Municipal Promotion Plan for Human Rights Policy: Human Rights Navigation!


The Osaka Municipal Promotion Plan for Human Rights Policy: Human Rights Navigation (*1)

The City of Osaka sought the views of citizens concerning the Municipal Promotion Plan for Human Rights Policy: Human Rights Navigation at the draft stage during the public comment period from October 17 to November 16 2008. Based on the survey results, the draft was revised and simplified and so Municipal Promotion Plan for Human Rights Policy: Human Rights Navigation was developed.

This plan is based on a policy report about the future of policies on human rights submitted in December 2007 by the Committee on the Elimination of Racial Discrimination. Its purpose is to reestablish a new human rights-conscious administration through which the City of Osaka will be better able to the human rights of all citizens and obtain their approval and cooperation, as well as to create an International Human Rights City in which everyone can see that Osaka is gradually becoming a society in which human rights are respected (*2) and be proud to say “I am glad to live in Osaka City.”

In accordance with this plan, the City of Osaka will steadily promote human rights in the municipal administration and make an effort to build a society in which human rights are respected.
 



The Osaka Municipal Promotion Plan for Human Rights Policy: Human Rights Navigation

*1 Navigation
- Navigation generally refers to the practice of giving instructions to the driver of a vehicle.
- In this context, navigation refers to cooperation between the Osaka municipal administration and the citizens to keep respect for human rights in mind and create a society in which human rights are respected.

*2 Society in which human rights are respected
- A society where all kinds of people live, work, gather, study, and lead active lives. All people are respected as individuals. Each and every citizen respects and accepts one another and lives in harmony.
- A city without discrimination, without injustice, without social exclusion, and one that provides the security and motivation that enables citizens to lead comfortable and active lives.

*3 Engine
- An engine can be a generator or power source.
- Human Rights Education and Awareness is considered the engine here because it provides the power that will lead the City toward becoming a society in which human rights are respected

*4 Airbag
- An airbag is an element of vehicle safety.? If there is a collision, the airbag is inflated automatically to protect passengers from harm.
- Human Rights Counseling and Relief is a system meant to deal with human rights violations and remedy them whenever they occur.
