1 About Alien Registration

All foreign residents of Japan (with the exception of diplomats) are required to register with their municipal district, town, or village for the purpose of establishing verifiable evidence regarding residential and visa status.
For changes in your address or other registered information, you or a family member from your household must report said changes to the Residential Representative at the Ward Office where your residence is registered.

Monday - Thursday
9 A.M. – 5:30 P.M.

Friday
9 A.M. – 7 P.M. (Ward Office service counters are open late until 7 P.M. every Friday.)

4th Sunday of the Month
9 A.M. – 5:30 P.M. (Ward Offices are open on the 4th Sunday of every month)

Ward Offices are open Mon. – Fri. excluding holidays & Year-end/New Year holiday (Dec. 29th – Jan. 3rd).

In some cases, items requiring confirmation with other agencies cannot be handled during Friday 5:30 – 7 P.M. or 4th Sunday hours.

When You Arrive In Japan

Period of Notification
Within 90 days of landing in Japan
You are not required to complete the Alien Registration process if you leave Japan within 90 days of entering the country.

Report for registration at:
The Resident Information counter at the Ward Office that matches your address

You must bring:

  • Your passport or other proof of your status of residence
  • Your photo (H: 4.5 cm x W: 3.5 cm), 2 copies(not required for those under 16 years of age)
  • When a Child is Born

    Period of Notification
    Within 60 days of the birth

    Report for registration at:
    The Resident Information counter at the Ward Office where your residence is registered

    You must bring :
    Documentation proving the birth (e.g. a Maternity Record Book, or Certificate of Acceptance of Registration of Birth)

    When you change your address

    Period of Notification
    Within 14 days of change of address

    Report for registration at:
    The Resident Information counter at the Ward Office of your new address

    You must bring:
    Your Alien Registration Card

    Changes in Registered Information Other Than Address

    Change of name, nationality, occupation, period of residence, place of employment, or office title

    Period of Notification
    Within 14 days from when the change occurred

    Report for registration at:
    The Resident Information counter at the Ward Office where your residence is registered

    You must bring:

    • Your Alien Registration Card
    • Documentation proving the change that has occurred

    Change of passport number, change of passport issue date, change of residence or address in your home country, change in name of your head of household, change in your relationship to the head of household

    Period of Notification
    Notification must be made before the start of any other application procedures having to do with your Alien Registration

    Report to register changes at:
    The Resident Information counter at the Ward Office where your residence is registered

    You must bring:

    • Your Alien Registration Card
    • Documentation proving the change that has occurred

    Renewal of Alien Registration Card

    Period of Notification

    • If you were aged 16 or older when you registered for the first time or obtained a new registration card
      Within 30 days of your birthday, every 5 years (every 7 years for those with Permanent Resident or Special Permanent Resident status)
    • If you were under the age of 16 when first registered, you must renew your Alien Registration card when you turn 16
      Within 30 days of your 16th birthday
    • For those aged 16 or older, when a date other than your birthday is set as your official reference date
      * Within 30 days of the officially-set reference date

    To renew registration, report to:
    The Resident Information representative at the Ward Office where your residence is registered

    You must bring:

    • Your Alien Registration Card
    • Your passport (if you already possess one)
    • Your photo (H: 4.5 cm x W: 3.5 cm), 2 copies

    Request to Re-issue an Alien Registration Card

    Period of Notification
    14 days from the time your Alien Registration Card was noticed lost, stolen, or destroyed

    Report to:
    The Resident Information representative at the Ward Office where your residence is registered

    You must bring:

    • Your passport (if you already possess one)
    • Your photo (H: 4.5 cm x W: 3.5 cm), 2 copies

    2 Requesting a Certificate of Alien Registration

    When a Certificate of Alien Registration is needed, you or a family member from the same household can submit a request. If submitting a request through a proxy, the person acting as proxy must provide written authorization to act on your behalf, as well as proof of their own identity.

    Necessary articles:

    When submitting the request in person or through a family member from the same household

    • Proof of your (the recipient’s) identity

    When submitting the request through a proxy

    • Written authorization to act on your behalf
    • Proof of the proxy’s own identity

    Issuing institutions and available issuing hours
    Certificates of Alien registration can be issued at the following institutions as listed in 1 – 3.

    (1)Ward Offices, Ward Office branches

    • Weekdays (Monday – Thursday) 9 A.M. – 5:30 P.M.
    • Weekdays (Fridays) 9 A.M. – 7 P.M.
    • 4th Sunday of the month 9 A.M. – 5:30 P.M.

    (2)Service Counters

    • Weekdays (Monday – Friday) 9 A.M. – 7 P.M.
    • Saturday, Sunday, holidays 10 A.M. – 7 P.M.

    (3)City Hall (1st floor, Proof of Residence & Family Register -related Certificates Corner)

    • Weekdays (Monday – Friday) 9 A.M. – 5:30 P.M.

    *If you need a certificate stating past registrations, there are some cases where the certificate can only be issued by the Ward Office where your residence is registered. Please contact the Resident Information representative at the Ward Office where your residence is registered for more details.
