Official individual authentication “e-certificate” may be received at your local ward office.
1. Overview of Official Individual Authentication Service
Official individual authentication service is a nation-wide unified low-cost service based on the “law respecting local municipal authentication service using e-signature” promulgated in December 2002, which allows citizens to file applications and register with governmental agencies from their homes via the internet, and prevents any falsification or bogus applications by third parties during the transmission process.
To use this official individual authentication service, an e-certificate issued by the governor of your prefecture is required. Applicants who are registered in the Basic Residents’ Register may be issued an “e-certificate” from their local city, ward, town or village office. (The “e-certificate” is stored in an IC card [the ones usable at present are Basic Residents’ Register cards.] ) These “e-certificates” are valid for a period of three years. However, in case of change of address, name, etc., they automatically expire.

2. "e-Certificate" Delivery Application
Where to Apply : Ward Office, Resident Registration Section
(Applications cannot be handled by ward branch offices, service counters or city halls [main office].)
Office Hours : 9:00 AM – 5:00 PM on week days
(Not received on Saturdays, Sundays and national holidays)
Service Charge : 500 yen per item
Necessary items to bring with you :
· Basic Resident’s Registration Card
· Official Photo ID Certificate (Not necessary for persons holding Basic Resident’s Registration Card with photo ID.)
· Persons not having an Official Photo ID Certificate should bring an identification document such as a written “response paper” referring to the individual or personal health insurance card.

* Persons under 15 years of age and persons having adult wards shall make application as legal representatives. In such cases or other cases of legal representatives, please make an inquiry concerning procedures in advance.

* To file an application and register from a home PC using your e-certificate, an exclusive device (IC card reader-writer) is required

3. Administrative procedure enabling e-application and registration by using the official individual authentication service.
In Osaka Prefecture, at present e-application and registration can be made by using official individual authentication service including application and registration with the Ministry of Public Management, Home Affairs, Posts and Telecommunications (government pensions, etc.), and application and registration to the Ministry of Health, Labor and Welfare (social insurance related).
Also, it is planned that this service can be used from June 2004 for filing returns with the National Tax Agency. (For details, see related government agency’s home page.)

4. Protection Measures for Personal Information
With official individual authentication service, strict security measures are implemented with high-security e-certification stored in the IC card, etc. Based on the Osaka City ordinance which protects personal information, restrictions are enforced on device operations, etc., to conscientiously guard valuable personal information.
