The information society is continuing to develop,
with a variety of services now on offer that utilize personal information
and make our daily lives far more convenient. The downside of this
is that losses of personal information, such as its leakage over
the Internet, are continuing apace, and concerns about privacy
are increasing.
In light of this situation, the Law Concerning the Protection of
Personal Information (hereafter "Personal Information Protection
Law") was formulated to provide a systematic foundation that
would enable everyone to receive the benefits of an advanced information
and telecommunications network society with peace of mind, and
came into full effect in April 2005.
The Osaka City Government revised the Osaka City Ordinance on the
Protection of Personal Information in March 2005 as well as setting
out the Osaka City Privacy Policy, requiring entities to take the
necessary measures to protect personal information in order to
ensure that important personal information is handled appropriately
and that personal rights and interests are not infringed.
The Citizens' Affairs Bureau is working to spread information and
educate the public to ensure that entities and residents have a
correct understanding of the personal information protection system,
through activities such as producing explanatory pamphlets and
holding lectures, as well as by offering guidance and advice for
entities and acting as an advisor and mediator to help resolve
complaints or respond to consultations from residents.
