Persons having difficulty finding a place to live and who meet the income criteria are eligible to apply for special housing.

General households Persons living in Osaka City may apply for Municipal Renovated Housing (persons working in Osaka City may also be eligible in certain cases). Urban Redevelopment Project Housing is also available for those living or working in Osaka City. •Early to mid July

Single households Persons living alone in Osaka City who meet specified criteria and who can live independently.
Engaged or newlywed couples Persons living or working in Osaka City who either registered their marriage within one year of the housing application period, or who can register their marriage by the time they move in.
Young families Persons living or working in Osaka City who head a household with child(ren) who are yet to complete primary school •Early to mid July

Elderly-parent housing Households consisting of aged parents (over 60 years of age) who wish to live with/near their child(ren). •Early to mid November
Senior housing
(residents of Osaka City)
Senior housing Households where a senior (60 years or over) is living with the following relatives only: spouse, child under 18 years of age, persons with disability, or another person at least 60 years of age. •Early to mid May
Senior housing with care visits Single persons Seniors who can live otherwise unassisted.
Households Couples or families consisting of two or more seniors who can live otherwise unassisted.
Disabled persons’ housing (residents of Osaka City) Disabled persons’ housing Households of two or more people where the applicant or resident family member is disabled.
Disabled persons’ housing with care visits Single persons Persons with a Physical Disability Certificate (Grade 1 – 4) or War Injury and Sickness Certificate who, with some assistance, can live primarily independently.
Households Households of two or more people consisting of a disabled person and relatives who meet certain criteria (persons with a disability, spouse, person at least 60 years of age, or a couple of which at least one spouse is at least 60 years of age) and who can live otherwise unassisted.
Barrier-free housing Households of two or more persons including at least one person with a severe disability who carries a Physical Disability Certificate (Grade 1 or 2) and is wheelchair-bound.
Barrier-free housing with care visits Households of two or more persons including at least one person with a severe disability who carries a Physical Disability Certificate (Grade 1 or 2), is wheelchair-bound, but who can go about daily activities without assistance.
Single mothers’ housing (residents of Osaka City)   Households consisting of a single mother and her child(ren) (must include at least one dependent under 20 years of age).
