(1) About the Osaka City Basic Greenery Plan / Intensive Action Plan

In Osaka City, the natural resource of greenery such as mountains and trees is limited since a major part of the city is located on an alluvial plain formed by Yodogawa River and Yamatogawa River. The city doesn't have much open space either as a result of a highly-dense urbanization.
Concerning these situations, Osaka City has been actively pursuing various greenery projects in cooperation with citizens to create and grow more greenery in the city. Developing parks as well as planting trees at public facilities and in private properties are some of such projects.
In 1990, Osaka City hosted the International Garden and Greenery Exposition. To inherit the ideal and result from the exposition, the city announced the "Declaration of Osaka Greenery Development" and has been advancing the environment-concerned development to make the city rich in greenery and flowers.
In a big city like Osaka, trees and flowers seen on a street are the most familiar part of nature that tell a change of seasons and creates a relaxing view for people. Parks in the city, in addition to serving as a place of recreation, play major roles in making the urban life safe and comfortable by improving the environment in the city, advancing the city's disaster preparation and providing a pleasant urban landscape.
To preserve, grow, increase and benefit from the invaluable greenery in the city, the city established the "Osaka City Basic Greenery Plan" in April of 2000 as a long-term, total development project of the city in the 21st century.
The Basic Greenery Plan defines basic ideals and policies that Osaka City should follow through the process of its greenery development, whose completion is targeted at the mid 21st century.
As the society matures, meanwhile, the needs and demands from the citizens continue to become more sophisticated and diversified; international urban competition intensifies, informatization advances, low birthrate and aging society rapidly progress, and environmental problems become more serious globally.
Considering these changes in the society, Osaka City realizes the necessity to further advance its greenery development project in cooperation with citizens and businesses, by preserving and creating more greenery and utilizing greenery-rich space in the city.
The Osaka City Basic Greenery Plan / Intensive Action Plan (referred to as "Intensive Action Plan" hereafter) is a summarization of important greenery-related projects that are scheduled to be implemented or examined from the year 2003 to 2005. The Intensive Action Plan was established based on the "New Guidelines for the Advancement of the Comprehensive Development Plan 21" for the Basic Greenery Plan to proceed more effectively.
