Basic Policy in Implementing Facility Improvement Projects

Since its establishment, the Waterworks Bureau has continued to improve its facilities in a way that meets the needs of the times. In the coming years, we must minimize waterworks facility replacement costs, while efficiently maintaining existing infrastructure. We are committed to water service operations, with a view toward meeting the fundamental responsibilities of the Bureau as set forth in the Reform Manifesto of the Director of the Waterworks Bureau .

In carrying out facility improvement projects we not only promote the appropriate maintenance of existing facilities, to extend their life span, but also prioritize replacement projects on the basis of a thorough understanding of water demand trends. As a basic policy, the Bureau efficiently improves its waterworks facilities while ensuring that annual expenses for facility improvement projects remain at similar levels each year.

Improvement projects carried out by the Waterworks Bureau are divided into three categories, according to waterworks facility function:

New Projects Launched to Improve Water Purification Facilities, Distribution Pipelines and Water Service Installations

The Waterworks Bureau is pushing ahead with the fourth Water Purification Facilities Improvement Project, the sixth Distribution Pipelines Improvement Project and the fourth Water Service Installation Improvement Project. These projects were designed in line with the basic policy for improvement projects, taking into consideration the recent waterworks situation.

  • 1. Earthquake-resistant waterworks
     Improving the earthquake resistance of waterworks to ensure a reliable water supply even in the event of
     earthquake or other emergency
  • 2. Good-tasting tap water
     Delivering high-quality tap water that tastes good without adding any treatment
  • 3. Sustainable waterworks facilities
     Promoting rational facility improvement by making the most use of existing waterworks infrastructure
  • 4. Cost reduction
     Reducing overall project expenses by prolonging the facility replacement cycle via introduction of
     a waterworks asset management system
  • 5. Environmentally friendly facilities
     Realizing environmentally friendly waterworks by diversifying water sources, to improve the amenity
     of the urban environment

Particularly regarding projects for improvement of water purification facilities and distribution pipelines, the Waterworks Bureau is promoting efficient and low-cost projects by facility replacement cycle prolongation and other measures. New project expense totals are expected to be approximately 95 billion yen less than those of previous projects (42% less in water purification facility improvement projects and 32% less in distribution pipelines improvement projects).

The Waterworks Bureau reviews implementation plans yearly (through the PDCA cycle).

In order to provide customers with a clear explanation of the purpose and significance of our facility improvement projects, we set numerical targets and develop a project implementation plan at the beginning of each fiscal year. On our website, we also provide information regarding numerical target achievements and the progress of projects. We continue to promote facility improvement projects, communicate information to customers and receive feedback from customers. By reflecting this valuable feedback in our improvement projects for the subsequent fiscal year, we can better serve our customers.

Facility improvement projects have been carried out in tandem with the action plan for the Osaka City Waterworks Good-Tasting Tap Water Project , which the Waterworks Bureau is advancing. Customer opinions gathered for this project are also reflected in the improvement projects.
