In response to requests from the national government and the Japan International Cooperation Agency (JICA) for cooperation in transferring waterworks technologies to developing countries, the Waterworks Bureau has sent a total of 53 waterworks specialists (as of the end of FY2005) to 14 countries in Africa, Southeast Asia, the Middle and Near East, and Oceania, for short-, medium- and long-term service since 1973.
The main purpose of sending specialists to developing countries for short and medium periods (for several weeks or months) is to conduct preliminary surveys (feasibility study) to examine the economic and technical feasibility of meeting the requests of these countries and determine whether or not to implement technical cooperation projects for waterworks development, regional water supply, human resource development for the promotion of water service, and other purposes. So far, the Waterworks Bureau has sent specialists to Indonesia, Kenya, Sri Lanka, Thailand, Jordan, Nigeria, Papua New Guinea, and Egypt.
Specialists who are sent to developing countries for long-term service (one year or more) are held responsible for promoting technical cooperation projects carried out through diplomatic channels between Japan and the recipient countries, following the results of the above-mentioned feasibility studies. Specialists from the Waterworks Bureau have been sent on a long-term basis to Liberia, Kenya, Indonesia, Sri Lanka, and Egypt. Of particular note is that the Bureau sent specialists for long-term service to Kenya continuously from 1981 to 1997, and more recently, to Egypt from 1997 to 2001, where they contributed to the establishment of consistent technical support systems by giving technical guidance for the planning and design of waterworks systems, and serving as coordinators for the promotion of Japanese government aid projects.
