Implementation of Osaka City Waterworks Bureau Performance Appraisals

Osaka City is currently engaged in a complete reassessment of its performance evaluation initiatives, and its appraisals of the performance of the Osaka City Waterworks Bureau have been frozen since FY2005.
The situation for initiatives prior to FY2004 and the results of the evaluation for 2004 may be viewed below.

Implementation of Osaka City Waterworks Bureau Performance Appraisals (FY2000–FY2004)

Osaka City has introduced a system of performance appraisal (developed during FY2000–FY2002 and fully implemented from FY2003) with the objectives of (1) inspecting and improving business effectiveness; (2) improving services to residents; (3) enhancing the ability of staff to propose plans and formulate policies; and (4) clarify the city’s accountability to its residents. The Osaka City Waterworks Bureau has been involved in performance appraisal since FY2001.

In FY2004, performance appraisals were implemented for 42 projects (10 covered by new guidelines, 21 other than those covered by new guidelines, 6 to repair facilities, and 5 offering services to city residents), on the basis of the Osaka City Project Evaluation Outline and the FY2004 Osaka City Project Evaluation Implementation Policy.

The main feature of performance appraisals of public enterprises is that because they must be evaluated not only from the perspective of the public interest but also from that of profitability, two types of record must be kept: performance appraisal records for each individual program, and accounting records for public enterprises for each accounting unit. To ensure appraisal records are in a format easily understandable by residents, such formats must be determined in light of the individual character of each project, and combined with alternative formats or descriptions.

FY2004 Appraisal Results

The results of the FY2004 appraisals for Osaka City are all collected in the Office of City Management Policy, and may also be viewed in the Osaka Municipal Archives or the Administrative Document Center. They are also published on the Osaka City website.
