[The main text follows.]
In order to accomplish the original purpose of the waterworks industry, which is to provide a quality, stable, and even safer water supply, the Waterworks Bureau is taking a series of steps toward dramatic management reform, including improving customer satisfaction and revamping our current high-cost structure.
The current fiscal year is particularly important in that at this time we are striving to move ahead on issues identified in the Management Policy of the Waterworks Bureau. Working from this perspective, we have set up the Waterworks Bureau Council of Advisers to ensure that our current state of progress on reform has the backing of the external perspective of both users and specialists. The Council is designed to offer recommendations on all aspects of project operations.
The Council has three members, each holding an extendable term of one year. In holding Council meetings approximately every two months, it is our hope that the Council will contribute to steady, effective reform at the Bureau.
