Fee Reductions for Social Welfare

About Fee Reductions for Social Welfare

One parent families and equivalent households, households including a person with a severe physical impairment, elderly households, households including a person with a mental impairment (excluding those receiving public assistance or assistance for war-displaced Japanese from China), and social welfare facilities within Osaka City limits are eligible for reduced water and sewage fees upon application.

  • Reduction Amount
    1,576 yen per family per month (998 yen for water fees, 578 yen for sewage fees) Social welfare facilities receive a discount of 40% on water and sewage fees.

  • Method of Fee Reduction
    (1) Each month, the reduction amount is deducted from the water fees.
    (2) For customers not paying water bills directly to the Waterworks Bureau, a bi-annual lump sum of the reduction amount will be transferred to your bank account (restricted to accounts under your name only). (In April and October)

    * A bank transfer account number is needed for Japan Post Bank accounts.

  • How to Apply
    (1) Before applying, contact or visit the Customer Center to confirm the requirements, necessary documents, and location for submitting your application.
    (2) To apply, bring your personal seal and certifying documents to the application desk at the Waterworks Bureau service station recommended by the Customer Center. * Customers who require bank transfer services should also take documentation showing account details.

  • Other
    (1) Reductions are given based on application. (No retroactive reductions.)
    (2) Customers who are already receiving reductions of water fees and no longer become eligible for reductions or move to another location must contact the Customer Center.
    (3) When submitting documents such as your family registry, residence certificate, or alien registration documents, make sure they were issued within the past 3 months.
    (4) Eligibility for reductions by households will be checked annually.

Households/Facilities Eligible for Fee Reduction and Required Documents (one item from the list below)

One parent families and equivalent households

Families without a father or mother present with at least one child under the age of 18 (eligibility continues until the first March 31 after the child’s eighteenth birthday), or under the age of 20 in the case of a child with a disability designated by government ordinance, or families in similar situations (e.g. families consisting of a grandmother or grandfather and grandchild, or elder sister or elder brother and younger brothers and sisters).

  • Required Documents (one of the following)
  • One Parent Family Medical Certificate (for the father, mother, or guardian and for the youngest child of the household)
  • Children’s Allowance Certificate, together with a certificate of residence or other document indicating the child’s age
  • Osaka City Transportation Discount Certificate, together with a certificate of residence or other document indicating the child’s age and address
  • One Parent Family Medical Certificate
    (applies only to families without a father or mother present)
  • Other documents proving that the household is a one parent household or equivalent household. (An official certificate such as a copy of the family register [complete or abridged, or a personal certificate] indicating that the holder is single, or certificate listing resident card items showing the relationship of all members of the household to the householder.)

Households including a person with a severe physical impairment

1) Households including a person who has been issued a Physical Disability Certificate (Grade 1 or 2)
2) Households including a person who has been determined to suffer from a severe mental disability
3) Households receiving Special Children’s Allowance Certificate (Grade 1)

* 1, 2 excludes those who have been admitted to an institution

  • Required Documents (one of the following)
  • Physical Disability Certificate (Grade 1-2)
  • Therapy Handbook (handicap level A), or Authorization Card
  • Special Children’s Allowance Certificate (Grade 1)

Elderly households

1) Single-person households in which the individual is 65 years of age or older
2) Households in which all members are 65 years of age or older
3) Two-member households in which one individual is 65 years of age or older and his or her spouse is 60 years of age or older
4) Families consisting of a couple as in item 3 and an additional member or members 65 years of age or older
5) Parent and child households in which the parent is 65 years of age or older and the child (including child’s spouse, if applicable) is 60 years of age or older
6) Families consisting of a couple as in item 5 and an additional member or members 65 years of age or older
(Families which meet any of the above criteria, but which are also supporting at least one child who has not yet completed compulsory education are also eligible. However, all such children must not yet have completed compulsory education.)
  • Required Documents
  • Certificate listing resident card items showing the relationship of all members of the household to the householder
    (For foreign nationals, a certificate showing items on the foreign registration (form number 2)).
    and Nursing Care Insurance Certificate or other document showing your Nursing Care Insurance Number (of the person eligible for fee reduction)

    * Nursing Care Insurance Certificate are issued to all residents within the city who are 65 years of age or older.

Households including a person with a mental impairment

Households including a person who has been issued a Mental Disability Certificate (Grade 1) under the Mental Health Welfare Act

  • Required Documents
  • Mental Disability Certificate (Grade 1)

Social welfare facilities

A system is available for giving a monthly 40% reduction in water and sewage fees to some social welfare facilities (as a rule, only those run by a social welfare corporation). Contact the Customer Center for details on how to apply.
