Q
How can I apply to pay by automatic transfer?
A
There are three ways to apply: 1. Apply at a financial institution with which you have an account. 2. Fill out and return an application form sent to you by the Waterworks Bureau. 3. Download an application form from this website.
To apply at a financial institution, bring a recent bill receipt or another document that shows your customer number, your passbook and your personal seal used for your account.
Meanwhile, you are unable to use an automatic transfer payment application form downloaded from the Waterworks Bureau’s website for Japan Post Bank. Moreover, you cannot bring this form directly to a financial institution; you need to send this form to the Waterworks Bureau, at your expense, to apply. If you are not in a rush, contact our Customer Center, which will then arrange to send our application form to you.

Is any bank available for automatic transfer payments for water service?
A
About 60 banks, including Mizuho Bank, Sumitomo Mitsui Banking Corporation, Bank of Tokyo-Mitsubishi UFJ, Resona Bank and Japan Post Bank are available. Note, however, for some financial institutions, branches only in Osaka Prefecture or in some other areas are available. For more information, check out the Osaka City Waterworks Bureau’s website.

How long does it take from the time I send an automatic transfer payment application form until the time my water bill is automatically deducted from my account for the first time?

Allow about 1-2 months for your request to be processed. When the procedure is completed, you will receive a postcard showing the month and year when your water bill will be automatically deducted from your account for the first time. Until then, pay your water bills at a financial institution or convenience store using a transfer form.

Allow about 1-2 months for your request to be processed. When the procedure is completed, you will receive a postcard showing the month and year when your water bill will be automatically deducted from your new account for the first time. Until then, your water bills will be automatically deducted from your current account. However, if it is inconvenient for you, contact our Customer Center, which will then arrange to switch your payment method from automatic transfer payment to payment at a financial institution or convenience store using a transfer form.

Will my payment by automatic transfer continue uninterrupted even if I move out?
A
If you move within Osaka City, you can continue to pay by automatic transfer at your new address using the current account information. Note, however, that among the conditions to be met, water service at the current address must be suspended, and no more than one year shall have passed since the most recent water bill was paid by automatic transfer. For more information, contact our Customer Center.

How can I change an account name?
A
To change an account name without changing the account number, contact our Customer Center. Note, however, that you must change the account name at your financial institution in advance.
If you make a small spelling mistake in your name, your request will not be processed. Have your passbook or another document handy and notify our Customer Center correctly of new account name.
Q
Payment was automatically deducted from my account, but I don’t know which location of water service use applies to this payment.
A
To check the location of water service use, contact our Customer Center and provide the date of the automatic transfer payment, payment amount, account information, customer number and other relevant information. Alternatively, if your passbook shows figures of about 20 digits, our Customer Center will check the location using such figures.

The payment was not deducted from my account. Can I have the payment deducted from my account again?
A
Automatic deduction for the same payment can be executed up to two times. Re-transfer dates are fixed as follows. To check your re-transfer date, contact our Customer Center.

What happens if the payment is not automatically deducted from my account a second time?
A
In that case, you will receive a transfer form for the payment, so you can pay at any nearby financial institutions or convenience stores shown on the form.
Meanwhile, future payments will continue to be automatically deducted from your account unless otherwise requested.

When I begin to pay by automatic transfer, will unpaid bills be automatically deducted from my account as well?
A
To avoid duplicate payments, we do not automatically change your payment method for the bills issued before the month you begin to pay by automatic transfer. If you wish to pay such bills by automatic transfer as well, contact our Customer Center. When your request is processed, dispose of the transfer forms for such unpaid bills.

How can I find my customer number?
A
Your customer number is shown on a “Water Use Notice Eand other documents provided by the Waterworks Bureau. You can also check it with our Customer Center.

How can I find my bank (financial institution) code and branch code?
A
If you have correctly written your bank (financial institution) name and branch name on an automatic transfer payment application form, return it to us without entering these codes. We will enter them for you.
Q
Can you tell me how to fill out an automatic transfer payment application form?
A
You need to write the name of a water service user, location of water service use, customer number, account number of your financial institution and other relevant information on the form. Have a “Water Use Notice Eand your passbook handy and fill out the form. Then affix your personal seal used for your account on the form.
The name of a water service user and the account name do not have to be the same.
