Various mechanisms have been established to reflect the opinions
and ideas of citizens in the city administration. First, elections allow citizens
to participate in city administration through the activities of the elected councilors.
In addition, a petitioning system allows citizens to submit their opinions to
the City Council. Moreover, enhancing the indirect effects of suffrage, an initiative
system allows citizens to demand the dissolution of the City Council, the dismissal
of a councilor or the Mayor, or the enactment, amendment, and repeal of ordinances.
Citizens are also able to watch the Plenary Session and committee meetings in person, or through recorded and live broadcasts.
