Program Name

Medical Expense Aid Program for Single-Parent Families

Outline

In this program, subsidies are provided to single-parent families to cover part of the copayment for medical treatment and medicine expenses paid to medical institutions such as clinics, hospitals and pharmacies using health insurance. The medical expenses include the standard cost for meals during hospitalization but not the use of home nursing care. Subsidies are not provided for items not covered by health insurance such as the extra charge bed fee.

[Copayment]
When a member of a single-parent family receives medical treatment or medicines at hospitals or other medical institutions, he/she is required to pay part of the copayment up to two days a month in the amount of 500 yen or less per day for each inpatient/outpatient visit to the respective medical institution.

The amount of the part of the copayment to be borne by the recipient is restricted to 2,500 yen per month. If the total partial payment per month exceeds this amount, the excess amount can be refunded if you apply.

* A Medical Certificate of Health Care for the Elderly (for Partial Aid for Equivalent to Part of the Borne Portion) is issued for persons aged 65 or older who meet the requirements below. A refund is available for the following medical expenses by application:
  ・Standard cost of meals during hospitalization
・Part of the standard cost for daily living expenses during hospitalization

Eligibility

Members of single-parent families living in Osaka City who have health insurance and meet the following requirements:

(1) Children aged 18 or younger (up to the first March 31 after the child becomes 18 years old)
(2) The mother or father, or guardian other than the mother of the children stated in (1), whose income is lower than the income limit
The income limit conforms to the Order for Enforcement of the Child-Rearing Allowance Act.
(e.g.) Income limit of mother or father, etc. with one dependent: less than 2.3 million yen (approx. revenue: 3.65 million yen)
   
  * Please contact the Health and Welfare Center in your ward for details about income limits such as deductions for medical expenses.
* For applications for medical expense aid submitted between January and June, the income in the year before the previous year is considered your income, while for applications submitted between July and December, the income of the previous year is considered your income.


●The following persons are not eligible to receive medical expense aid.
(1) A person on welfare
(2) A person who is eligible to receive the medical care subsidies for the elderly or Subsidies for Medical Treatment of Severely Disabled Persons
(3) A person receiving medical benefits for childcare under the Child Welfare Law
(4) A person who is eligible for government coverage of all medical costs
(5) A person whose mother’s or father’s income is over the income limit stated above

Procedure

Please apply at the Health and Welfare Center in your ward. When applying, bring your health insurance certificate, personal seal (not rubber stamp), and a copy of your family register with you. Also, for those receiving child support allowance, bring your child support allowance certificate with you. Those who meet the above requirements will be given a Medical Expense Aid Program for Single-Parent Families certificate

* In some cases (e.g., moving to Osaka City from another municipality), it may also be necessary to submit additional documents such as the certificate of income.
