Outline

Based on the Child Allowance Act, an allowance is provided to households with children with the aim of ensuring a stable livelihood and the healthy growth and development of children, who will lead society in the next generation.

Eligibility Individuals residing in Japan who are raising a child who has not yet graduated from junior high school (until March 31st after the child turns 15 years old)
 * Even if you are not a Japanese citizen, you can receive this allowance if you have registered in the Resident Register. (However, individuals who do not have a visa status or have entered the country on a temporary stay visa or short-term stay visa of 3 months or less are ineligible to receive this allowance.)
 * Children residing abroad, except for overseas study, are not eligible to receive this allowance.
 * Children in welfare institutions (excluding those staying at welfare institutions temporarily for two months or less or using a daycare service at the institutions) and children who have been entrusted to foster parents are not eligible to receive this allowance.
 * If a father and mother raise a child together, the allowance is paid to the parent who receives the highest income.
Allowance amount Individuals who do not exceed the income limit
  • Children aged 0 to 2 years
    Monthly allowance of 15,000 yen per child
  • 1st and 2nd children aged 3 years to the 6th grade of elementary school
    Monthly allowance of 10,000 yen per child
  • 3rd and subsequent children aged 3 years to the 6th grade of elementary school
    Monthly allowance of 15,000 yen per child
  • Junior high school students
    Monthly allowance of 10,000 yen per child
     * Method of counting the 1st, 2nd, 3rd and subsequent children: Birth order of all children up to March 31st after they turn 18.
Individuals whose income exceeds the income limit
Monthly allowance of 5,000 yen per child
Application procedure

Items required for the application
Document by which the applicant’s My Number can be confirmed (notification card, Individual Number Card, Residence Certificate on which the same address for My Number is recorded)
Identity verification document of the applicant (passport, driver’s license, etc.)
Personal seal (no rubber stamps)
Bankbook bearing the applicant’s name (article by which the bank account number can be confirmed.)
If the applicant is a member of an employee’s pension/mutual aid pension plan, a copy of the applicant’s health insurance card.
Additional documents may also be required when the applicant lives apart from the child or in other cases.
From January 1, 2016, My Numbers of the applicant and his/her spouse must be entered for applications for child allowance.

Start of payment The allowance will be paid by bank transfer on the 5th of June (for February-May), October (for June-September) and February (for October-January) (or the following working day in the event that the 5th is a bank holiday).

Income limits

When the applicant’s (recipient’s) income exceeds the income limit, a monthly allowance of 5,000 yen per child will be paid uniformly, regardless of the number of children or their age category.

 The amounts in this table include 80,000 yen to be deducted from income as social insurance and life insurance premiums.

 In the event of an elderly dependent family member, 60,000 yen per dependent is added to the above amounts.

 The tax deduction for dependents under 16 was abolished, but depending on the number of dependent family members claimed in your tax return, the applicable income limit category varies.

 DDependent family member refers to a family member claimed as such in the tax return in the previous year under the tax law.

■  Definition of income amount

1. Income amount is the amount of gross income earned in the previous year, and refers to the following amount in principle.

  • Salaried individuals・・・・・“Amount after payroll deductions”※This amount is indicated on the tax withholding certificate.
  • Business owners・・・・・ “Amount after subtracting the business expenses from revenue”

2 Other deductions include

  • Medical fee deduction, casualty loss deduction, small enterprise mutual relief premium deduction, disabled person deduction, widow (widower) deduction, work-study student deduction

Notification of current status

Recipients are required to submit notification of their current status for the child allowance to the Child Allowance Section of the Health and Welfare Center in their local ward between June 1 and June 30 of every year. The notification confirms the recipient’s childcare status and is necessary for determining whether the child allowance can continue to be paid from October (for June – September). If this notification is not submitted, the allowance will no longer be paid, so be sure to submit this notification.
