Otsuka-gire Kozui-hi (Monument of the Otsuka Breach at the time of Flooding)
Due to torrential rains at the end of September 1917, the banks of Otsuka, Okanmuri Village, Mishima District (present-day Takatsuki City), located on the right bank of the Yodo River, was breached for 200 m. Because of the location, this breach was called the Otsuka-gire (Otsuka breach). As a result of the breach, most of the areas in Mishima District were submerged. Additionally, Nishinari District (present-day Higashi-Yodogawa Ward, Yodogawa Ward, and Nishi-Yodogawa Ward) was rendered a sea of muddy water. In and around Juso, the flood height reached approximately 2.4 m. The flooding submerged a total of 31 towns and villages, affecting a total of 15,497 households and 46,491 people.

In the former Fuku Village, in the evening of October 1, an evacuation order was issued to residents. Early afternoon on October 3, a muddy torrent hit the village. In the middle of October, the level of the Yodo River finally began to decrease. Since the water levels of the submerged areas were higher than that of the Yodo River, a bank of the river was cut open at a point approximately 200 m upstream from the current National Road No. 43, in order to release the flooded water into the river. It was on November 5, approximately one month later, when the ground of Fuku Village finally became visible. Presently, a flooding monument, named “Otsuka-gire Kozui-hi,” has been erected on the right bank of the point where a bank of the Yodo River was cut open to release the flooded water.
