<1>General Affairs Department

City Hall Management
The General Affairs Department is responsible for the management of city hall facilities and telephone communication network, office space planning and allocation, and the evaluation of requests to use administrative assets for various purposes.

<2>Public University Corporation Department

Support for Osaka City University
The Public University Corporation Department supports Osaka City University in a number of ways in its goal of improving the quality of educational and research undertakings and expanding its social contributions. Concrete goals include setting mid-term operational goals that the university, defined as a public university from April 2006, must achieve during a six-year period, and taking appropriate measures to provide necessary financial support for the university's operation , including subsidies. The Department also oversees the Osaka City Public University Assessment Committee, which evaluates the university's annual operating performance (or mid-term operating performance at the end of each mid-term period).

<3>Administrative Management Department

a. Document Handling
Proper document handling is an integral part of all administrative affairs. The Administrative Management Department conducts surveys and provides instruction to improve employee skills in preparing, handling, and processing documents, to ensure that future processing will be completed in a proper and reliable way. In addition, the Department promotes appropriate measures throughout the document handling process, from the preparation to the disposal of documents, using a document management system.

b.Management of Official Seals
The Administrative Management Department supervises the use of the mayoral and other official seals as well as managing a registration system for the general and exclusive use of those official seals in the custody of individual bureaus, divisions, and departments. In accordance with city regulations, it exercises strict control over official seals.

c.Receipt, Dispatch, Transportation and Exchange of Documents
The Administrative Management Department is responsible for the centralized management of clerical tasks for receiving documents and dispatching mail from City Hall. The Department also handles the transport and exchange of inter-office douments.

d.Organizational Management
In order to ensure efficient administrative operations, the proper organization of office functions is critical. The Administrative Management Department conducts timely reviews of the city's organizational structure and strives to boost efficiency in administrative operations. This in turn allows proper responses to the increasingly complicated and diversified needs of the citizens, taking today's social and economic circumstances into account, as well as simplifying and streamlining administrative operations.

e.Advisory Councils
The Administrative Management Department is responsible for improving the systems for establishing and operating advisory councils, so as to support increasingly simplified, transparent and efficient administrative operations.

f.Establishment of Fair and Transparent Administrative Procedures
The Administrative Management Department provides guidance on the enforcement ofthe Administrative Procedure Law and the Osaka City Administrative Procedure Ordinances. The Department also collects and summarizes information on the decisions, mistakes, and administrative guidance the municipal government has made, taken, or provided on government projects, and makes such information available to the public. In addition, the Department suggests methods of collecting opinions from a wide range of citizens before establishing, amending, or abolishing regulations, guidelines for administrative reviews, rules for handling mistakes, and protocols for administrative guidance.

g.Operation and Management of Designated Manager System
The Administrative Management Department monitors progress in the introduction and operation of the designated manager system, with the goal of providing higherquality services to citizens at lower costs while utilizing private sector capabilities in the operation of public facilities.

<4>Affiliated Organization Department

The Affiliated Organization Department is promoting sweeping reforms in line with the "Basic Policy on Osaka City Supervisory Organization Reforms" and with theaid of the Osaka City Affiliated Organization Evaluation Committee, which is composed of members external to the department. The Department also holds responsibility for managing the supervisory services performed by organizations affiliated with, but separate to the city government, including project-related groups, by examining and discussing important issues related to these organizations, suchas management improvement. It provides guidance and plays a coordinative role through the senior managers of relevant bureaus.

<5>Legal Affairs Department

Regulatory Matters
The Legal Affairs Department maintains city regulations that serve as the core guidelines for the execution of administrative duties, in accordance with the establishment, revision, and abolishment of laws and ordinances and the implementation of new projects. These regulations are recorded in the Osaka City Reiki ("Osaka City's Regulations and Ordinances"), which is updated on a quarterly basis. A database of the information is also available on the city's official website for easy access by citizens, to improve services for members of the community andto facilitate administrative procedures.

<6>IT Promotion Department

a.Promotion of Information Technology Reforms
The IT Promotion Department continues to implement improvements to information technology, and strives to enhance and streamline administrative processes and better the service rendered to the citizens by using information and communicationtechnology to its fullest.


b.Operation and Management of IT Infrastructure for City Hall
The Information Technology Department administrates a data processing center used for large-scale application systems that handle resident data and information for internal use, provides support for daily systems operations and computerization projects and manages the city hall IT infrastructure, including the communication network.

<7>Osaka Municipal Archives

a.Collection, Storage and Usage of Official Documents
The Osaka Municipal Archives collects, organizes and stores official documents and other written materials of historical or cultural value and makes them available to citizens, while also conducting research and studies on those items.

b.Collection and Maintenance of Administrative Data
The Osaka Municipal Archives also stores and maintains the administrative data prepared by individual bureaus and divisions and makes them available to the citizens, for the purpose of deepening public understanding of and interest in the city administration through official publications.
