a.Personnel Development Programs
It is paramount that the workplace is an environment in which employees can deve lop their careers and achieve their goals, as well as developing critical skills in thinking and acting independently. It should also reflect the desires and exp ectations of individual employees in personal development. With this in mind, th e Personnel Development Center designs training programs to provide employees wi th opportunities to consider their career development goals when they reach impo rtant stages in their employment. It also assists supervisors and managers in of fering their subordinates quality advice concerning career development.

While career development programs are available for employees at all levels, str atified training programs (programs for new recruits, new liaison officers, etc. ) are in place to help employees understand the city administration and acquire the knowledge and skills necessary to perform their duties. In addition, trainin g programs for supervisors and managers are designed to assist them in coaching their subordinates in a way that encourages valued independent thought and actio n, as well as concrete, on-the-job knowledge.

In addition, "Power Up Training" offers a variety of optional programs that empl oyees can select based on their skills, while the "Civil Administration Course" provides opportunities to study civil administration specifically. In planning a nd operating these training programs, external human resources, including those in private sector educational institutions, are widely utilized to help the city employees sharpen their awareness of the needs of the general public and to deve lop a sense of management. In addition, efforts are made to grasp workplace requ irements and promote cooperation with worksites to make training programs as pra ctical as possible.

Training in private sector businesses and overseas assists city employees in wid ening their perspectives and developing the skills to adapt to any situation.

Further, in order to encourage city employees to develop their skills with regar ds to their personal career development goals, the Personnel Development Center holds self-development seminars at night as well as supporting employees with a new program allowing them to take correspondence courses at a university. Such e fforts are among the center's initiatives to support employees in self-directed learning and development. Additionally, the center provides guidance and support to individual offices and wards as they work to train their staff.

b.Reforming Employee Awareness and Workplace Culture
The Personnel Development Center encourages city employees to propose creative i deas on administrative tasks. The overall goal is to promote projects that serve citizen needs utilizing innovative ideas while cultivating a sense of participat ion on the employee's part, and bringing about changes in workplace awareness.

Furthermore, the center runs a policy proposal support system that is aimed at e nhancing employee skills in shaping policy through assistance in translating the ir proposals into reality by the policy formation process.

Finally, the center promotes a workplace improvement campaign that is designed t o encourage city employees to find problems and achieve solutions in an active m anner. The campaign aims to support employee efforts to create a working environ ment where they can actively discuss how to provide better services to citizens and how to perform their duties in an effective and efficient manner, as well as encouraging valued independent ideas.
