a.Personnel Development Programs While career development programs are available for employees at all levels, str atified training programs (programs for new recruits, new liaison officers, etc. ) are in place to help employees understand the city administration and acquire the knowledge and skills necessary to perform their duties. In addition, trainin g programs for supervisors and managers are designed to assist them in coaching their subordinates in a way that encourages valued independent thought and actio n, as well as concrete, on-the-job knowledge. In addition, "Power Up Training" offers a variety of optional programs that empl oyees can select based on their skills, while the "Civil Administration Course" provides opportunities to study civil administration specifically. In planning a nd operating these training programs, external human resources, including those in private sector educational institutions, are widely utilized to help the city employees sharpen their awareness of the needs of the general public and to deve lop a sense of management. In addition, efforts are made to grasp workplace requ irements and promote cooperation with worksites to make training programs as pra ctical as possible.Training in private sector businesses and overseas assists city employees in wid
ening their perspectives and developing the skills to adapt to any situation.
b.Reforming Employee Awareness and Workplace Culture Furthermore, the center runs a policy proposal support system that is aimed at e nhancing employee skills in shaping policy through assistance in translating the ir proposals into reality by the policy formation process. Finally, the center promotes a workplace improvement campaign that is designed t o encourage city employees to find problems and achieve solutions in an active m anner. The campaign aims to support employee efforts to create a working environ ment where they can actively discuss how to provide better services to citizens and how to perform their duties in an effective and efficient manner, as well as encouraging valued independent ideas. |
