Personnel Division

 

<1>Personnel Department

The Personnel Department deals with personnel affairs relating to city employees , such as appointment, dismissal, transfer or reassignment, disciplinary action and working conditions. In addition, the Department implements administrative ta sks for planning, research and study regarding personnel systems. The Department also makes efforts to raise the morale of city employees and to execute the city 's administrative tasks in an efficient manner through proper staffing, proactiv e personnel changes, fair and impartial personnel evaluation, and other means.

The Personnel Department takes proper action to maintain an adequate level of st affing necessary to execute the city's administration. The Department also condu cts active reviews of operational methods, including improvements in operating e fficiency and processes, and works to realize simpler and more efficient adminis trative operations while maintaining necessary services.

<2>Payroll Department

a.Planning, Research and Study of Salary Systems
The Payroll Department establishes the salary system for city employees and cond ucts research and studies on salary systems of the national government and other designated cities.

b.Execution and Management of Retirement Payments
The Payroll Department is responsible for the administration and management of s alary and retirement payments to city employees.

<3>Welfare Department

a.Welfare Duties
The Welfare Department implements a variety of programs to promote the creation of a comfortable working environment and to help city employees maintain a healt hy and active lifestyle.

A health advisor for each workplace acts in various ways to promote employee hea lth and protection against disease. Measures include conducting medical check-up s for each employee, identifying possible health problems at an early stage, pro viding timely advice and guidance for those recovering or recuperating from heal th issues, and supporting employees who must take a leave of absence from work t o focus on recovery.

The Welfare Department also specifies guidelines to prevent accidents in the wor kplace. If an accident has occurred in the course of official work, compensation is paid to the affected person in accordance with the Local Government Employees ' Accident Compensation Insurance Law and the Public Service Accident Compensati on Ordinance.

In addition, the Welfare Department works to improve the mental health of employ ees by operating a counseling room, where employees can receive advice on mental health and receive support for issues in their lives.

b.City Employees' Mutual Aid Association
The City Employees' Mutual Aid Association runs various programs, based on the L aw on Local Government Employee Mutual Aid Association Ordinance in order to imp rove the livelihood and welfare of city employees. These programs include offeri ng mutual aid pension benefits for the retired and the bereaved, providing compe nsation for healthcare, lost work time and accidents, granting home loans as a w elfare service, and operating various healthcare services including medical chec kups, health education programs, and health consultations.

<4>General Processing Management Department

The General Processing Management Department handles the centralized processing of paperwork involving personal data related to city employees, salaries, and be nefit programs, as well as remuneration to temporary workers. The Department als o takes care of clerical work for the General Processing Center.
