The Determination of Excellent Proposals for the Second Development Zone in the Umekita Area

Regarding the “Invitation of Proposals from the Private Sector for the Second Development Zone in the Umekita Area (“First Invitation”)” issued by the Executive Committee for the Invitation of Proposals from the Private Sector for the Second Development Zone in the Umekita Area (“Executive Committee for the First Invitation”)*1, We would like to announce that excellent proposals have been determined based on a review conducted by the “Board of Review of the Executive Committee for the First Invitation (Chairperson: Tadao Ando)” composed of academic experts.

The purpose of the First Invitation is to ask for proposals to be used for the “Urban Development Policy,” which is planned to be prepared in the next fiscal year, and to select excellent proposals and qualify the proposers (“Excellent Proposers”) to participate in the Second Invitation that will be conducted in the future to decide developers*2 rather than business operators and designers, in order to realize the development of the Second Development Zone in the Umekita area.

We will promote urban development in the Second Umekita Development Zone by preparing the Urban Development Policy through dialogue with the Excellent Proposers selected by the Osaka prefectural and municipal governments.

*1   Executive Committee for the First Invitation: Composed of Osaka Prefecture, Osaka City and local economic organizations (Kansai Economic Federation, Osaka Chamber of Commerce and Industry, Kansai Association of Corporate Executives)

*2   Osaka Prefecture and Osaka City will ask the landowners to allow the Excellent Proposers to participate in the Second Invitation. This is written in the application guidelines as follows:

    Application Guidelines 14 (2)

            When issuing the Second Invitation, Osaka Prefecture and Osaka City plan to request the landowners at the time of the Second Invitation to do the following:

             1) Treat the Excellent Proposers selected in the First Invitation as qualified participants in the Second Invitation.

             2) Determine developers by implementing the Second Invitation to seek business plan proposals from the private sector in or after 2015 according to the Urban Development Policy to be prepared in 2014.

*3   The application guidelines stipulate that in addition to the overall excellent proposals, those excellent in planning and design should also be selected as excellent proposals, even though there are still some matters to be discussed separately such as their feasibility and administrative operation.
