民生委員(minsei iin or Case worker) and 児童委員(jidou iin or children's social worker ) grasp the situation of the local residents properly as needed, provide counseling on welfare matters such as problems of indigent people, protection and growth of children, and offer the necessary supports and consultations to make them independent. They are promoters of the local welfare.

Also, 主任児童委員(shunin jidou iin or chief commissioned child welfare volunteer) who is specialized in child welfare conducts activities in the local area such as operation of 子育てサロン(kosodate saron or support and information service of child-raising) and efforts for prevention of child abuse.
