Rehabilitation Center for People with Disabilities
(心身障がい者リハビリテーションセンター)

Problems that persons with disabilities face vary depending on factors such as the type, degree and cause of the disability, as well as the time of onset of the disability. These problems span many different areas including medical care, welfare, education and labor. This means that support to persons with disabilities should be provided comprehensively and continuously through effective cooperation in all these areas.

With this understanding, Osaka Municipal Rehabilitation Center for People with Disabilities was established in 1984 as a “key institution for supporting people with disabilities” and since then has been aiming to systematically offer services to people with disabilities.

The following four sections work in close cooperation at the center to provide these services.

1. Counseling and Assessment (Osaka Municipal Rehabilitation Center for person with disability) ) (相談・判定部門(大阪市立心身障がい者リハビリテーションセンター))

This center offers advice and guidance on various issues such as health, medical care, living, and training for people with physical, intellectual, or developmental disabilities, as well as early medical treatment and nursing for children with disabilities.

This center also conducts in-depth assessments of individuals with disabilities from medical and psychological standpoints to identify the level of their respective disabilities, and, based on the results of the assessment, determine the grade of their 身体障がい者手帳 (Shintaishogaisha Techo or Identification Booklet for Person with Physical Disability), determine whether assistive devices currently used are appropriate, and the severity of the intellectual disability.

Furthermore, the center handles application procedures for designation as a medical institute for services and supports for persons with disabilities (that conducts medical treatment for people with disabilities).

2. Training (Osaka Municipal Rehabilitation Training Center) (訓練部門(大阪市更生療育センター))

This center works closely with the personnel in charge of counseling and assessment at the Rehabilitation Center for People with Disabilities, the Child Guidance Center, and other related facilities to offer specialized training and assistance tailored to the nature and level of individual disabilities, so that persons with disabilities, including children, can independently manage their daily needs and enjoy self-dependent living both at home and in society.

3. Vocational Training (Osaka Municipal Vocational Rehabilitation Center) (職業訓練部門(大阪市職業リハビリテーションセンター))

This center provides vocational education and training courses through the Project with Industry (PWI) initiative, while working in cooperation with public employment service agencies and welfare facilities to offer job opportunities to those who have completed educational and/or training courses and help them remain in employment.

4. Research, Education, and Information Service (研究・研修・情報サービス部門)

This section carries out interdisciplinary research encompassing the fields of medical care, psychology, engineering, sociology, and vocational training to promote welfare for people with disabilities and their families, while sending specialized staff to various seminars and workshops as lecturers.
The section also implements educational programs such as lectures on welfare and rehabilitation for people with disabilities, while collecting and offering information necessary for their daily lives.
