Allowance for Foreigners with Physical or Mental Disabilities
(外国人心身障がい者給付金)

Osaka City offers allowance to foreign nationals with severe mental or physical disabilities who reside in Osaka City, and fall under either of the following categories:

Eligibility (対象)

  1. Foreign people who had reached 20 years of age on or before January 1, 1982, and were certified as having severe mental or physical disabilities on or before that date (holders of either of first- or second-grade 身体障がい者手帳 (Shintaishogaisha Techo or Identification Booklet for Person with Physical Disability), or grade A 療育手帳 (Ryoiku Techo or Identification Booklet for a Person with an Intellectual Disability) or Certified Card or 精神障がい者保健福祉手帳 (Seishinshogaisha Hoken Fukushi Techo or grade 1 Identification Booklet for a Person with a Mental Disability).
  2. Foreign people who became severely disabled mentally or physically on or after January 1, 1982, but who first consulted with a doctor about the cause of the disability on or before that date, and who had completed alien registration or were naturalized in Japan as of January 1, 1982.

However, eligibility is not granted to recipients of public pensions or public assistance, and those who institutionalize in a social welfare institution within Osaka City whom Osaka City does not offer any relief executor (hereinafter referred to as “relief executor”).

Monthly allowance of 20,000 yen is provided
