Promotion of disaster prevention/mitigation measures
In order to protect the life, body, and property of our citizens and visitors, Osaka City Government is promoting comprehensive, systematic, and effective measures for disaster prevention and mitigation, through which efforts to make communities resilient to disasters can progress.
Implementation of countermeasures against tsunami and floods
- In order to protect the life and property of residents from earthquakes, tsunamis, and other natural disasters and to minimize personal and financial damage, the Osaka City Government has proceeded with disaster prevention measures in both structural and non-structural aspects based off of mutual coordination and the fair assignment of roles for self-assistance, mutual assistance, and public assistance.
- In terms of structural measures, we are promoting measures to sustain earthquake resistance in existing embankments and to prevent liquefaction in order to minimize tsunami damage at the time of earthquakes.
- As for non-structural measures, by coordinating with administrative agencies, railway operators, underground shopping street management companies, affiliated private company building owners, and other related entities, we are promoting, for those underground spaces that are especially at a high risk of flooding, the improvement of facilities and the building of networks for sharing information about evacuation or flood control.
Promotion of improvement in city areas with high concentration of houses
- In Osaka City, densely populated urban areas are widely distributed, particularly around the outer periphery of the JR Osaka Loop Line.
- In densely populated urban areas, there are many dilapidated wooden houses, which makes it easy for fires to spread, and there are also many narrow roads, making it difficult to evacuate in the event of a disaster.
- Therefore, in order to improve these issues in densely built-up urban areas, the city is implementing initiatives to prevent large-scale fires and building collapses during earthquakes, as well as to ensure evacuation routes. These initiatives include a "subsidy system for the demolition and reconstruction of dilapidated housing" and a "subsidy system for the widening and improvement of narrow roads.”
- Additionally, in areas that require prioritized efforts, the city is pursuing a focused approach, such as by strengthening subsidy systems, to disaster-resistant urban development.
