Payment of National Health Insurance Premium
(国民健康保険料の納付について)

Payment Method (納付方法)

In principle, residents of Osaka City are required to pay National Health Insurance premiums by automatic bank transfer. To arrange payment by automatic bank transfer, please visit the bank (that is on the list of public money handling institutions designated by Osaka City) or post office where you have an account, or the department in charge of health insurance and pension programs at your local ward office, and complete the necessary procedures. These require the presentation of your National Health Insurance Certificate, bank passbook, and personal seal registered with the bank (if you have one).
At the local ward office, you can arrange payment by automatic bank transfer simply by presenting your cash card. For further information about public money handling institutions or other details, please inquire at the department in charge of health insurance and pension programs at your local ward office.
If you cannot make payment by automatic bank transfer, please pay the premium by the due date at a nearby bank (that is on the list of public money handling institutions designated by Osaka City), post office, ward office, or convenient store using 納付書 (Nofusho or payment slip) which will be sent to you.

Due Date (納付の期限)

The due date is the last day of each month.
When the last day of the month is a bank holiday, the following business day becomes the due date. The due date for December payment is the first business day of January of the following year.

If Your Payment is Overdue (期限までに納付がない場合)

If you haven't paid full amount of the insurance premium of the month by due date, we will send a reminder, as well as formally demand payment in writing or by telephone.
If you fall behind in payment, you are required to pay, in addition to the insurance premium itself, the delinquent charge to keep payment equality with those who already paid it before due date.

If non-payment continues for one (1) year or longer, we may ask you to return your National Health Insurance card, and instead, will issue a 被保険者資格証明書 (資格証明書) (Hihokensha shikaku shomeisho (shikaku shomeisho) or Certificate of Qualification).
When you receive treatment with the Certificate of Qualification, you are once required to pay full amount of the medical expenses (100%) at a medical institution.
You can receive the refund equivalent to insurance benefits after you apply special medical expense at the the department in charge of health insurance and pension program of the local ward office where you live.
The refund may be, however, used to cover delinquent insurance premium according to delinquent status of the insurance premium.

“Households and eligible persons who are excluded from issuance measures of the Certificate of Qualification”

  1. Those who can be applied to “Special Circumstances” provided by the government ordinance following disasters
  2. Those who are receiving municipal share of medical costs provided by the ordinances of the Health, Labour and Welfare Ministry
  3. Those who are high school generations or under

Seizure of Property

If delinquent payment of insurance premium continues, your deposit, saving, and salary shall be seized after scrutinizing your property.

◇If you have difficulty in paying the national health insurance premium, please visit the department in charge of health insurance and pension programs at your local ward office for consultation as soon as possible.
