Emergency Reporting System Project
(緊急通報システム事業)

Osaka City implements the "Emergency Reporting System" project, which is a project to offer services − in case of emergency such as sudden illness, the security service personnel take necessary actions immediately − to the elderly persons aged approximately 65 years or older who live alone and to the elderly-only households, or the elderly with severe physical disability.

Details of the Project (事業内容)

Responding to emergency call (緊急通報対応)

Only press alarm device or pendant-type emergency button, and a staff in receiving center can receive your emergency call and communicate with you. Depending on the situation, we will inform your cooperative person or your family member, and request for ambulance.

Around-the-clock health consultation (24時間健康相談)

Nursing staff and others listen to your worries and anxieties in terms of daily life and health 24 hours a day, 7 days a week, and give an appropriate advice.

Inquiry call (お伺い電話)

A staff in receiving center makes a phone call to you once a year to confirm your health condition and how you have been living, and based on which will give an appropriate advice.

Emergent visit of contractor (委託業者による緊急駆けつけ)

When neither your registered cooperative person in neighborhood nor your family member is available due to being absence or midnight, a contractor of Osaka City will visit instead to carry out confirmation of your safety, and aid in rescuing or first aid activity.

Eligibility (対象者)

  • This service is provided to elderly persons aged approximately 65 years or older who live alone; elderly-only households; and elderly persons aged approximately 65 years old or older who live with family but are usually left alone at home for about eight hours a day.
  • People certified as grade 2 or worse for physical disability, or grade 3 or worse for hearing, vocal and language impairment, and live alone or a household equal to single-person household.

Usage Fee (利用料)

  • A household subject to tax on income earned during the previous year is required to pay 668 yen plus consumption tax as usage fee (free, for a nontaxable household).
  • Depending on telephone line at your house, an installation fee may be required (payable separately).

Condition of Use (利用条件)

Registration of cooperative person (協力者の登録)

It is necessary to register ‘cooperative person’ to confirm your safety and others, in emergency.

*In principle, two persons should be registered.

Available phone line of fixed telephone (利用可能な固定電話の回線)

To use emergency reporting system, phone line of fixed telephone is critical.

  • NTT analog line
  • NTT ISDN line
  • ADSL line of a carrier
  • Optical communication line of a carrier
  • CATV (cable television) line of a carrier
  • Softbank telecom/Otoku line (or Low price line) (chokushu denwa or direct telephone)
  • KDDI Metal plus (chokushu denwa or direct telephone))

Important Things in the Use of the System (利用にあたってのご注意)

Submission of written consent (承諾書の提出)

It is possible that phone lines other than NTT analog line cannot catch emergency reporting when blackout and others. Unless you understand and accept it, you cannot use this system.

Installation fee (工事費用)

In case of ADSL line of a carrier, it is necessary to install a splitter for phone line, and the out-of-pocket charge may occur for it. * Installation fee: about 6,000 yen.

How to Apply (申し込み)

Please apply at the Health and Welfare Department of Public Health and Welfare Center in each ward.
