Allowance for Elderly Foreign Residents

Eligibility (対象者)

This allowance is applicable to foreigners living in Osaka City born on or before April 1, 1926, who retained alien registration from January 1, 1982 or earlier until July 8, 2012, and have still been registered as local citizens, or who first made alien registration in January 1, 1982 or earlier and obtained Japanese nationality on or after that date.

However, the eligibility is not granted to people that fall under any of the following categories:

1. Recipients of public assistance
2. Recipients of public pension
3. Recipients of Osaka City’s Allowance for Foreigners with Physical or Mental Disabilities
4. Residents of nursing homes for the elderly
5. Those who have earned income in the amount equal to or greater than the prescribed level above which the payment of the Old-age Welfare Pension is suspended entirely, or those whose spouse or supporter has earned an income equal to or greater than the said level
6. Recipients of similar allowances provided by any other municipalities
7. Recipients of the allowance provided under the Act on Measures on Expediting of Smooth Return of Remaining Japanese in China and for Assistance in Self-Support after Permanent Return to Japan (1994 Law No.30)
