Medical Checkup Service for People with Disabilities
(障がい者のための健康診査事業)

Osaka City conducts medical checkups for people with disabilities to discover illness at an early stage and prevent development of secondary disabilities, thereby promoting health and welfare. To use this service, please make a prior appointment to schedule a convenient date and time by telephone or fax.

Eligibility (対象者)

Eligibility for this service is granted to people with disabilities aged between 18 and 74, who live in Osaka City, are cared for at home, and fall under any of the following categories:

  1. Holders of 身体障がい者手帳 (Shintaishogaisha Techo or Identification Booklet for a Person with a Physical Disability)
  2. Holders of 療育手帳 (Ryoiku Techo or Identification Booklet for a Person with an Intellectual Disability)
  3. People with mental disabilities as defined in Article 5 of the Act on Mental Health and Welfare for the Mentally Disabled

However, eligibility is not extended to individuals eligible to receive healthcare services covered by the healthcare management program under the School Health Law and the Industrial Safety and Health Law (e.g. students, full-time employees and users of certified day-care services and others); and individuals eligible to receive a specified medical checkup offered by a health insurance provider.

* People with disabilities aged 40 years or older who live in Osaka City and who have a 特定健康診査受診券 (Tokutei Kenko Shinsa Jushinken or Specified Medical Checkup Coupon) issued by their health insurance provider may choose to receive the checkup at this center.

Details of Medical Checkup (診査内容)

  • Mandatory tests: Health interview, body measurement, physical examination, blood pressure measurement, blood test, urinalysis, anemia test, chest X-ray
  • Selective tests: Electrocardiogram examination, X-ray examination of arms, legs and other body parts, and hepatitis screening.

* Selective tests are to be conducted only when a doctor in charge determines it necessary.

Fee (費用)

While the mandatory tests are available for free, recipients of the selective tests are required to pay 600 yen (plus 1,000 yen for hepatitis screening if conducted). However, individuals from households receiving livelihood assistance benefits under the Public Assistance Act or households exempt from municipal tax can also receive the selective tests for free by presenting a certificate or other evidence that shows their household status.

* People with disabilities aged 40 or older who live in Osaka City are eligible for the above tests as the specified medical checkup. Therefore, they may be required to pay part of the cost of these tests depending on the coverage provided by their 特定健康診査受診券 (Tokutei Kenko Shinsa Jushinken or Specified Medical Checkup Coupon).
