In the era of Edo, Osaka was composed of 3 regions named Osaka Sango.
One of those was called Temmagumi, situated to the north of Okawa river, the others were called Kitagumi, Minamigumi, situated to the south of the river.
Each of those regions set up town office and it had self-government to some degree.
Town office had a chief named Sodoshiyori and some other members of management attending to business work.
Every town had town offices of their own and some kind of communications were provided.
The site of Temma town office was situated at the northwest corner on the opposite side of the road where a monument is standing now.
