According to the "Nihonshoki", the Chronicles of Japan, in the passage of October, the 11th year of the Emperor Nintoku, he constructed a moat named Horie in the north side of the Naniwanomiya to lead stagnant water from the old Yamatogawa river gathering around the eastside of the Uemachi plateau to the sea, so that people should not suffer from flooding.
According to an opinion, Horie corresponds to the Yodogawa river in the neighborhood of Temmabashi.
At the same time, he also constructed the Mattanotsutsumi bank to protect flooding of the Yamatogawa river.
However, the flood prevention works had been so difficult that he had to offer two men to a deity of the river in sacrifice. The two were Kowakubitaema from Musashi and Mattanomurajikoromoko from Kawachi.
Koromoko narrowly escaped but Kowakubi was killed as a human sacrifice.
This monument tells us the legend.
