Long-Term Care Insurance Program (介護保険制度のご案内)

In response to the increase of bedridden elderly and elderly people with dementia, the Long-Term Care Insurance Program was established in April 2000 to provide care services on a community-wide basis.

Long-Term Care Insurance Coverage (介護保険の被保険者)

In the Long-Term Care Insurance Program, persons aged 65 or over are covered as Category 1 insured, and persons between ages 40 and 64, who are enrolled in a medical insurance program, are covered as Category 2 insured.

Foreign nationals who have completed resident registration in Osaka City and are permitted to stay in Japan for more than three months are covered by the Long-Term Care Insurance Program of Osaka City, and are therefore required to pay the insurance fee.

Foreign nationals who are permitted to stay in Japan for three months or less at the time of entry to Japan are also covered by the Long-Term Care Insurance Program of Osaka City and are required to pay the insurance fee if their period of stay is expected to exceed three months according to the purpose of the stay and their respective living conditions in Japan.

Eligibility for services under the Long-Term Care Insurance Program
  • Those who require constant care concerning day-to-day activities, including bathing, going to the bathroom, and eating (Persons in need of care)
  • Those who are likely to recover from physical or mental illness and who require assistance for part of their day-to-day activities (Persons in need of assistance)
  • Those who are in need of long-term care or assistance due to any of the 16 specified diseases caused by aging (Persons in need of care or assistance)

How to Apply for Services under the Long-Term Care Insurance Program

If you fall into a condition that requires services under the Long-Term Care Insurance Program, apply for a “Certification of the Level of Assistance Required” by mail to the Osaka City Business Center of the Certification of the Level of Assistance Required (2-5-20 Deshiro, Nishinari-ku) or apply at the Long-Term Care Insurance Section of the Public Health and Welfare Center in your local ward to ask a home care service provider or other appropriate person to make an application on your behalf. Based on the results of your physical or mental condition checks and a doctor’s written opinion, the level of long-term care you require (the category of your condition) will be determined and informed you. Then, you can use the necessary Services under the Long-Term Care Program according to your level of long-term care.
