Financial Support for Ukrainian Evacuees in Osaka City

For Ukrainian evacuees who are relying on a relative or close acquaintance that resides in Osaka City, efforts are being coordinated to provide financial support that can promptly assist the evacuees with daily living needs in Osaka City.

Eligible Recipients

If the following conditions are satisfied, then those who applied are eligible for financial support.

  1. Household consists of individuals who are of Ukrainian nationality. However, in the case when household members are not of Ukrainian nationality, but have a guarantor who is a relative of Ukrainian nationality, then this case will be deemed acceptable.
  2. Excluding extraordinary circumstances that are acknowledged, household consists of individuals who evacuated to Osaka due to the Russian invasion of Ukraine
    (from February 24, 2022 and after).
  3. At the point when the Mayor of Osaka has finalized the decision to grant provision of financial support in accordance with Article 7 of the implementation guidelines, the concerned individuals must be part of a household located in Osaka City.
  4. Household members must have designated a guarantor living in Osaka City who is 18 years old or above. However, in the case when household members designate a guarantor who is not a relative, there must be documents that show social relations between them prior to February 24, 2022. Moreover, an individual who is already a guarantor for another eligible recipient is not applicable
    (excludes relative of corresponding or separate eligible recipient).

“In accordance with the Immigration Control Act, a guarantor is someone who has vowed to the Minister of Justice that they will take it upon themselves to assist the foreign national with their smooth integration into Japanese society, both socially and financially, while ensuring that they comprehend and are compliant with local rules and regulations.”

Monetary Amount

1 Household is eligible for 500,000 JPY (*In case of single person, it is 300,000 JPY)

Start Date for Receiving Applications

From 14:00, April 22, 2022 (Friday)

How to Apply

1. Scheduling Appointment for Application

Appointment is needed when submitting one’s application.

The concerned applicant or guarantor can schedule appointment by contacting the International Relations Department, Economic Strategy Bureau, City of Osaka via telephone call or email.

Appointment time and application venue details will be provided later.

2. Receipt of Application & Review

For the time of application, the concerned applicant must come with their guarantor.

(If guarantor cannot accompany, please consult with us).

Documents to be submitted

*Applies to everyone
  • Passport copies (all eligible recipients)
    (Documents that prove nationality and departure date from Ukraine)
  • Copies of submitted applications for Change of Status of Residence (all eligible recipients)
    (Documents that prove residence or show soon to be determined residence in Osaka City)
  • Copy of guarantor’s driver’s license; copies of personal identification documents
    (Official documents that contain full name and date of birth)
  • Copy of guarantor’s certificate of residence in Osaka City that was issued within the last 3 months
    (Documents that prove residence in Osaka City)
  • In the case when guarantor is not a relative to the eligible recipients
    (Documents that show social relations with the eligible recipients prior to February 24, 2022.)

In the case when household members are not of Ukrainian nationality, but have a guarantor who is a relative of Ukrainian nationality
  • Documents that prove the relationship between household members and guarantor who is a relative
  • Guarantor’s passport copy
    (Documents that prove Ukrainian nationality)
If financial support is received via bank account transfer
  • Copy of bank account information (that contains bank name, branch name, account type, account number, and account holder’s name)
    (e.g., First two pages of bankbook)
If payment via bank account transfer is designated to guarantor’s bank account
  • Documents that prove the relationship between household members and guarantor who is a relative
  • Power of Attorney (Allowing guarantor to receive financial support)
    (This form needs to be completed during time of application.)

3. Submitting Documents that Prove Residence in Osaka City

If the following documents become available, please send it by post.

  • Residence card copies (all eligible recipients)
    (Documents that prove residence in Osaka City)

(*Note) If individuals already possess a residence card by the time of application, there is no need to send separate copies by post.

4. Decision of Financial Support & Mailing of Result Notice

When decision has been made for financial support approval, the result notice for financial support will be mailed to the concerned eligible recipient (head of household).

5. Payment of Financial Support

Payment will be made by the following methods:

  • Receive cash payment
  • Receive payment via bank transfer

Cash Payment

Receive cash payment at bank service counter designated by the City of Osaka. Contact will be made to the applicant to inform date & time, and venue details.

Payment via Bank Deposit Transfer

Bank deposit transfer will be made to the eligible recipient or guarantor’s bank account. Also, please understand that in the case of guarantor, the bank deposit transfer can only be made if the guarantor is a relative to the eligible recipients.
